By that, I mean how long till we have permanent residents living there?

Colonize is one thing! Permanent residents is another! But colonization of the moon is going to take at list 75 years from now! That is because a lot problems should be solved before we get there! One of them is the water! Water is essential because it is vital to create a recyclable atmosphere in there and not only for drinking!

As soon as the man in the moon obtains weapons of mass destruction. Once this tyrant has acquired WMD’s then we can make our move and liberate the moon-people and spread democracy.
