This "proverb" has about as much truth as a puddle is deep.
Beauty is "programmed" into our minds early in life. Beauty is very specific and scientific. Geometry of the face and body is a large part of "beauty" as well as "healthy" skin and features.

Logically beauty may be in the eyes of the beholder, because without the beholder's healthy eyes to see there would be no outside beauty to see, even if beauty objectively was there.

The eyes of the beholder may possess a picture, a mirroring of the seen beauty, and it may even be the subjective mirror of beauty that represents beauty as beautiful.

It's the mirroring interaction between the seer and the seen that may arouse a more or less glowing perception of the seen that may be appreciated as a more or less glowing beauty by the seer, the beholder. Then the eyes of the beholder may have to be glowingly fresh, healthy, otherwise the vision of beauty may not be possible, because objective beauty may be intimately connected and so interacting with the subjective sense of beauty, the appreciating sense of beauty of the seer or beholder.

I know a beholder. He once met a beauty. This beauty was a big liar.
She used to tell lies everywhere. The ultimate limit was when she lied in the eyes of the beholder.

This means different things to different people: beauty within, beauty on the outside. It's all a matter of personal perspective and experience. We are all beautiful in our own way.

Everyone has a different take on what beauty is. You may think that someone/something is beautiful, show me the same and I may disagree with you. ♥

It means that what is beautiful to one person may not be to another. As to a composition - I'm afraid you'll have to do your homework for yourself.

It means that we all have different tastes in beauty and it is highly personal. That is why you may be attracted to someone and your friend says - how could you! Different eyes different attractions.
