It depends on what you consider 'crying'.

The regular chirping, chorusing medly of sounds coming from your local pond, ditch, mudhole, whatever, isn't crying frogs, it's happy frogs.

Every now and then though, a snake or raccoon or opossum or crow or any number of other things that eat frogs will come through and when a frog is grabbed by anything (including people) it will scream. It will scream bloody murder hoping to startle whatever has it into letting it go.

I'm guessing you mean the high pitched "yelps" they emit. That happens when a potential predator catches them. They scream very loudly in hopes of scaring off the predator, or at least startling it or causing disconcert. That way once they're dropped, they can escape.
