Can someone tell me why is having one call centre as a hub more cost effective than having many call centres in each country?

For each centre there are costs, mainly rent. It is very expensive to relocate and to setup another hub unless it is very necessary. Call centres are usually setup in cheaper countries as the setup fees as well as the staff are cheaper. Customers will never have to come into the call centre, so location doesnt really matter.
