To the best of my knowledge, the DNA of the various races differ little. It is unlikely that anyone will be able to make a critter that specific.

NO. WE interbreed to much. Its hard to make a virus specific to a specific cell marker. Even if it did, it most likel won't kill many. Cell markers that exist in extremely high frequency for a nationality also exist in a low percent of the population.
