The festival of Holi is celebrated in India to welcome Spring. Holica dehan also signifies the victory of good over evil.
Earlier, people would play Holi will natural colors made from flowers, mehandi leaves. This was very hygenic. These colours and the thandai that people drink on Holi are also said to ward off the diseases that are often prevalant at this time of the year like chiken pox, measles and rubela.

This link should explain everything.Taking part in Holi festivities is a cathartic experience. You treat everyone equally friend & foe gets smeared with colours.In a traditional society like India its one day where society permits free intermingling of sexes. The boys do take advantage of this & misuse the liberties.
All in all its one more day marked in the calander for celebrations !

I'm not completely sure WHY its done. But its a celebration where ou wear white and throw this powdery paint at everyone. Its lots of fun.
