I'm curios as to what lead to that thought. I could see poverty and/or an unbalanced economy, rich stay rich and exploit the poor, or even mental issues.

No. But a lot of crime causes innocent people to feel fear.

fear is good, but greed, sloth, envy, jealousy, are also causes for crime
