Why is it that the Taiwanese Legislature always fight? Shouldn't it be for the people?

I mean government should b able to help people out. With all the infighting, they never get anything done.

Will they one day be able to cooperate?

The Taiwanese people voted for legislators who were trained in Martial Arts rather than those who studied laws.
