Modern technology is the best resort a country could have to save their people from total destruction IF used by its own purpose - assistance. But as of these days, reality speaks that some people would even try to use machines, microchips and even robots just to tell the world how powerful they are. They tend to destroy the morale of people because they knew that only those who are strong and fit should survive in this world.
Still, I believe that we could persuade some who are not blinded by power to use modern technologies as a source of hope and not of DESTRUCTION.

you can put it this way whenever a small or underdeveloped country tries to use modern technology for its progress like nuclear energy for energy perpose or medicine they are blamed as terrorists and more technically advanced countries uses very suphisticated weapons to destroy it and hence construction
