Depends if you're an optimist or not?
I don't think so. Realistically I think pace and development wise they don't have the capabilities to keep up with Mc Laren, Ferrari and now BMW it seems...
They have their strengths as someone else mentioned above, reliability etc etc. I just think that tyres are number 1 to predict performance and I see it affecting Renault more then the others...

I am a doubter.
Looking at pre-season testing, Renault put up several average performances, even though they had no problems with reliability and all that.
A better bet for a winning team at the moment would have to be the Ferraris as well as the McLarens.
Ferrari has been fast during the second half of the testing period, although they've been hit by technical glitches and their decision for their car to carry a longer wheelbase (tires wear out faster) seems suicidal.
McLaren has been even faster than the Ferraris, although their pace has slowed down a little and they've dropped behind the prancing horses in terms of speed lately. Still, their ahead of the rest, and their reliability certainly looks more steady than Ferrari.
And of course they've got Fernando Alonso.
Renault have shown a little promise, and even though they've got a really talented driver in Hekki, he's still young and will need a couple of seasons to gain more experience and settle in

At the moment the answer is no.

They've had a good run over the last couple years, but with Alonso gone, I don't see them being nearly as dominant as they were. Fisi may be talented, but he doesn't seem to have what it takes to be a team leader. If he doesn't show something this year, expect to see him either retired or driving for a team like STR.. Actually, that would probably be a good fit.. ditch Scott Speed, have Tonio and Fisi in an Italian squad with Ferrari power.. think of the marketing potential.. Hmmm..

Anyhow, that said, I think we'll see Ferrari dominate, with McLaren winning the occasional race, and maybe a surprise or two from BMW or Renault. It's nearly impossible to guage the real performance of the cars by the pre season testing. Just look at how good Honda have been in testing for the last couple of years. When the season begins, they end up being mid-pack runners at best, with the occasional podium. I still like Honda though, and I hope that Rubens and Jenson prove me wrong.

i expect the car will be good, but they are struggling a bit at the moment as are honda due mainly to the tyre changes. i don't think fisico will really push it the way Fernando did. i think he holds back a bit but i could be proved wrong as he has said he thinks he can win. kovalainen totalled the car in testing. as he is only a rookie he will probably use his first season as a learning curve with a view to do well next season. i have seen him on the track and he is good (obviously or he wouldn't be a driver) so i wish him all the best. think the livery is going to take a bit of getting used to though, shame they couldn't keep the mild 7 blue.

nope. Fisi is a good driver, but he has never been able to take that next step to become a champion. Who knows though, i mean heikki kovaleinen might come out and surprise everyone. I dont think he'll win any championships, but he might win a race or two

Possibly:

Strengths - Starting capability, reliability, winning mentality

Weaknesses: Rookie driver, not as much outright pace as the Ferrari

the car will have the potential to win the championship but fisi doesnt, as for the rookie, i cant remember the last time a rookie won the championship. the most they could hope for is the constructors championship.
