Well in the movie Jackass II they used a guy as bait for sharks...It may work, that is if you could get them to stand still long enough to put a hook in their cheek (the one on the face lol)....

Whaling is very wrong.It would be inappropriate to use environmentalists for bait.I feel quite disturbed now.I was having fun.
