<>A lot depends on the area. Although numbers start out being sequential, they get jumbled as accounts are closed and opened. In most instances, you will be assigned the next sequential number. In a lower population area, you may be able to request a particular number and actually have a chance of getting it. I'm not sure if phone companies can/do charge for special numbers...in the past they did not. Some phone companies may set aside blocks of sequential numbers if they anticipate a commercial use. Businesses can and do offer to "buy out" phone numbers from individuals if they want them for their business. Cell phone numbers, I'm sure, work the same way.
