It's best to smile back, if you know the person and you don't smile back that is really bad. If the person is a stranger it is nice to smile, as something as small as a smile can change somebody's day.

It's not wrong, I'm used to females doing this to me, they're always jealous. I'll keep smiling, maybe if I smile at you my looks will somehow transform to you and you TOO can be the hottest female in the universe and be the reason for global warming (you'll be so hot.) But for now you could just dream because me and you probably wouldn't even be in the same area.

What street and where it is at would be the deciding factor.
In some places, that would be considered to be an insult;
Other places..would be a normal routine.

I don't know about wrong but its not very polite if you don't smile back. I would think you were kinda rude.

I would not think that much about it. Because we all do it . If we think some one looks weird we Ignored them and just hope they go away.
