Various methods were employed in the search for Pluto...including irregularities in the orbits of Uranus and Neptune and looking for patterns in the orbits of Neptune's moons. However, it was blinking pairs of photographs that led to the actual discovery...though it was discovered near the area predicted by irregularities in Neptune's orbit. However, that turned out to be sheer coincidence....it quickly became apparent that Pluto was not the cause of those irregularities (which turned out to be an error caused by something else).

Really, your first and last statements are both true...because Clyde Tombaugh might not have been looking at that part of the sky if Pluto hadn't been predicted to be there.

To be clear though, neither Galileo nor radio telescopes had anything at all to do with it.

Pluto was discovered by "blinking" back and forth between similar photographs and looking for movement.
