I would doubt it unless there was some type of government program like the peace corps etc. that would pick up your transport, room and board, and meals. Other than that, it would have to a situation where the government gets some type of benefit from you being overseas, like a diplomat etc.

The short answer is yes.
A slightly longer answer involves another question....
What are you willing to give back to the state?
The United States Navy offeres many oversea locations in which they will pay to move you and all your stuff.
I have a good friends in Spain, Japan, England and else were.
The Army is another option although I know much less about it.
I do have friends in Germany and Korea.
The choice is yours.... so to is the world.
The United States Navy was the best choice I ever made.

now why would they do that?
"sure, let's pay this guy to live somewhere else! he will be leeching money from us, he won't be contributing to the economy... why it sounds like a great idea!"
yeeeeeeeeeeah.... prolly won't happen :P
try volunteer for some organization that might ship you to Africa or something to build houses or work in an orphanage.

If you are an illegal alien sure the US will pay to deport you.. other than that not likely..
I really have experience in this.. a german national that was here illegally that wanted to go back to germany.. i told her to contact the german and US consulate.. and what to say and do... they deported her.. 2 years later she came back legally.. (silly girl)
