I bought a piece of land and want to slowly build a house a piece at at time with subcontractors. What part of the state government do I find the guidelines and rules for this?

go to city hall and speak to a building inspector

Actually you need the County Government not the state one to start.. Counties have jurisdiction over building codes.. and Cities above them for additional code requirements...

Start with the County Planning and Building commission in your area (Bldg codes are by no meanes universal even within the same state)

There are documents on line for each state(you will need adobe reader) and or go to your local government center/court house. Be sure you know all the legalities and what permits are necessary before you start.
