Any movie editing software that can ...?

We all know movies are REALLY pics moving per sec .. but okay say I want to choose 1 or 2 of those pics to eidt out something .. how do I do that, I want to open that pic in like a paint shop software so I can edit it, and then I want to fit it back in the mvoie. What software can help me with this???
