Are you sure it's rats? Squirrels, cats, and dogs all like to dig holes and often manage to uproot plants. Birds and skunks poke holes looking for grubs and worms. Lots of animals who survive in the city can do damage.

You could add a low fence around your vegetable patch. Ours is only 3 feet tall and it keeps out just about everything. (Yes, we live in a densely populated city.)

You could try trapping them, but I suspect they'll just keep coming back.

Rats feed on bark in the winter when food is scarce, they like evergreens, rhododendron,and juniper, They also like apple, and hawthorn and dogwood.
Along with keeping weeds and groundcover( in which they like to hide) well back from the trunks of these trees or any garbage piles or compost near your house,preventive measures can be wrapping tree trunks with several layers of aluminium foil or burlap. Don't forget to remove these wrappings in the spring.
The best defense is to have a dog or cat around your property.
