Since this is usually a last name, I believe it is up to the person whose name it is. I would ask them politely how they prefer to have their name pronounced. Don't be embarrassed; it would be much worse to mispronounce it. I've seen this used as negro, but I think that was a misspelling.

My granpaw use to say nee- grow, but he called that country in Africa Nigeria, Nie jeer.ee uh.
Granpaw was funny. but he is dead now.
