Your best bet to make sure you are on a valid web page is to correctly type in the URL yourself.
In general, if you get an email "from" your bank, eBay, paypal or some other service you use saying and you need to login to fix something on your account - hit delete! They are scams.
If you are worried the email is valid, then instead of clicking any links in the mail, go to the site as you normally would and login. The link in the email might take you to a fake site, even though it looks like a valid link.

They may not be 100% reliable, so use common sense as well.

All web pages are real, it's some of the content within them that may be false.
Use good judgement, and if something sounds too good to be true, it usually is.

By ensuring the bar at the top indicates the site you intended to be on, you can rest assured you are on the correct site. Only a very clever attacker would be able to circumvent that. To be truly sure, you need to have a spyware program which ensures that your hosts file (\WINDOWS\system32\drivers\etc\hosts) is not altered to point a domain to a different computer than the one it is intended.

If you mouseover the link and it says anything other than what it's supposed to be in your status bar, it's a fake. (I.E., http://12345.blahblahblah instead of Ebay.com.) Usually, these people are trying to phish for your information.
