As mentioned above, the Shin Chitose airport serves the greater Sapporo area and is an international airport. I have flown there twice from Tokyo. The international flights that arrive there are mostly from the Asia region. It is not a big airport compared to Narita or Kansai airport. On of of my trips to Hong Kong, I sat next to a guy who was visiting Sapporo, he had to fly to Narita first, and then fly to Shin Chitose airport from Haneda airport.

yes Sapporo international and you just missed the snow festival. they have an excellent snow festival..
