Delta makes a product specifically for painting candles and soaps called Delta Candle and Soap Medium. You can apply it first or mix it with Ceramacoat Acrylic paint. You can find both at Michaels, as well as instructions at Michaels.com.
Delta makes a huge range of colors, so I am sure you can find one you like. Good luck.

I'm not sure that would work. The paint I'm familiar with probably wouldn't lay a smooth coat on the waxy surface. If you plan to burn them that could be dangerous as well. Why don't you just use white ones and complement them with royal blue flowers and ribbons?

I don't know if this will help you out but I know these guys bend over backwards to accomodate peoples' needs. Check out the website I listed. They are natural products and I am sure they can get you a candle in the color you are looking for. They are very helpful and are always willing to answer questions.
