typically, what has happened is the washer (the small rubber ring under the tap) has worn out and water is able to trickle by into the faucet. you need to remove the faucet (usually, you pry off a cap on top and then use a screwdriver to remove the single screw). you then use a wrench to unscrew the "important" part. (note: you should turn off your water before you do this, otherwise, things will get wet - namely, you). just take that important part (and any little washers, springs, and coils that may be attached) to your local hardware store and ask someone to provide you with a replacement. take the replacement home, reassemble, and that should take care of the leak.

At the grocery store in the light hardware department, they'll have little plastic bags of faucet washers. At home, use an adjustable wrench to unscrew the little thingamajig tip of the faucet off. Use a little elbow grease and hot water/detergent and a brush, like an old toothbrush, to scrub the bare tip, rinse, remove rotten old washer from lip of thingamajig tip and replace with a new one, re-screw the thingamajig back onto the faucet, tighten LIGHTLY with the adjustable wrench, and that'll do ya.

Find out what brand it is and go to Home Depot or Lowes and look or ask for a repair kit for it. Or even better find a replacement. They are not too hard to install butt irt will take a bit more time then in a new install.

you may or may not have a faucet with rubber washers. it may be a cartridge type in which case you will have to know exactly which one. if it is older it may have rubber washers.
