The Bin Laden family and the Bush family have been buddies in business. I don't believe any Bush administration wants to see Osama captured and brought to trial.
The 9/11 attack was carried out by civilians against civilians. In other words, it was a crime. Calling it a war is absurd. And the fact that Bin Laden family members were allowed to fly out when the rest of America's air traffic was grounded has never been explained.
So no, the Bush administration is not trying to arrest Osama Bin Laden. Why? Because Bush knows that if Osama were brought to trial, his testimony would be damning for the traitors in power under Emperor Bush. Osama on the loose helps to keep Americans scared and to maintain an open-ended war status. If Osama were put on trial, court testimony might disclose the degree to which America has been betrayed by the Bush regime.

The US military forces are trying to capture or kill Al-Qaeda senior leadership although not intensely as they could or should. This is a problem of the American pscyhe, it has a very short memory. Bush proclaimed "Getting Osama Bin Laden is America's top priority...dead or alive" after Sept. 11th, but has sense toned down that rhetoric. Bush used Bin Laden and Al-Qaeda to go after his number on priority, defeat Saddam Hussein and establish American military presence in Iraq. Bush now claims Bin Laden is no threat to America, he is on the run.
We can't find Bin Laden because we have not put America's best technology and intelligence forth in the search. If Bin Laden is alive and in western parts of Pakistan under local Muslim tribesmen protection, then we have missed our chance to get him while he was in Afghanistan. Since the Pakistan government (who America calls its ally on the war on terror), could be overthrown if it were to push to hard into areas of western Pakistan, Bush and his "croonies" dare not due this either. America is already tied down to Afghanistan and Iraq militarily, economically, and politically with North Korea, Syria, and Iran flaming their own anti-American rhetoric. Pakistan has nuclear weapons currently under government control. If this were to change from a takeover from conservative religious Islamic forces, the Middle East tensions would really heat up.

A good many people believe that bin Laden is a leader of an
ideology that is united by its adherence to a fanatical Islamic sect
like wahabism. Non-muslims are infidels and the enemy. Islamic tribal sympathizers, including tribal leaders along the Afghan-Pakistan border no man's land protect and support him. Political
implications are sensitive as they could effect Pakistani President Musharif's sensitive relations with fanatic Pakistani muslims. Clinton had him several times, but failed to act. We are paying for that and will continue to do so. Billary again would not help if re-elected to screw up still again???

I'll give you the same answer I gave to someone who asked a very similar question an hour ago:
How do you know they aren't on the trail? There's a reason some things are classified. What do you want, a little diagram on CNN showing the areas and caves searched, where our forces are basing their searches, and a countdown clock?! Maybe even little red arrows and a date. "They'll be taking him into custody - RIGHT HERE - on April 3". Yeah, like they're gonna tell you what they're up to. 'Cuz if you know, Bin Laden will know too. Duh! Let our people do their job.

Cause he might be in Pakistan and we can't just march into Pakistan and get him. It takes cooperation from the Pakistani government and who knows how helpful they really are.

Well, the middle east is a pretty big place and a lot of the inhabitants adore him and want to kill us. It's tough to find a certain needle in a stack of needles. Especially when most of the needles carry assault rifles and rockets.
