it does have air but very less compared to the lower layer s of atmosphere, like the troposphere or stratosphere

Yes. Mesosphere has air but in a very rarified form .In other words air is very thin.Mesosphere is considered as the layer where lot of meteors are burnt up which confirms the presence of air.
