Offline file are files that are downloaded to your machine when you're surfing the Net so your computer doesn't have to keep fetching them. And no, they won't wipeout all your other files.

Web pages availables off-line , try disk clean-up , it does not wipe out your W/P files

Offline files are webpages you have viseted and the computer downloaded to your hard drive so it can view them again without downloading them, if you get too many, your computer can slow down.

No that is just your temp file's nothing your useing or programs are in there.Just go to tools,internet options,general tab.Delete cookies,delete temp files.apply ,ok.No harm to anything else.

context would be nice, I would guess you are referring to web pages being stored on your computer so they can be accessed while you are offline
