That person is not a licensed vet. There are not thousands of programs out there. In the US, there are 28 accredited veterinary schools. Maybe a thousand worldwide All are super competitive. You techincally do not need an undergrad program to go to vet school, just the required classes, which is a lot of chemistry and biology. Each school is a little different, so check out the schools you like (websites) for info. It would be better to get an undergrad, and the time depends on what you are going for and where. You do not need to take a pre-vet specific undergrad to get into veterinary school. Any biology related major will do.
At my school, a wildlife major, biology major, and chemistry minor takes 5 full years (what I am doing). If you just go into biology or animal sciences, it usually takes 4 yrs.
As for time of a 60 hr course, depends on how often it is. Is it 3 hrs a week? 20 yrs a week?

As a general rule, you need a lot of horse experience to become an equine vet- this includes riding along with a licensed equine vet or working at a large animal hospital. You also need over a 3.6 GPA in your undergraduate studies, and excellent GRE scores (Quant 670+, Verbal 500+., writing 4.5+). Experience is the most important, grades are second.

To be an equine vet for racehorses, you need to know someone in that field or get an internship at a track. You can not start out just going to the field.

I am not sure of what you are asking your question isn't specific but it takes 9 years of school after high school to become a vet. If you want to specialize in a field I guess you would do that as your internship in large animals. getting involved with race horses is another field all together different. Race tracks and Race Horse owners and trainers use the vets of their choice, you would want to find a good equine vet and go to work for them . one that works with race horses,

It really just depends. There are literally THOUSANDS of Veterinary programs out there, and each one of them are very different from the next. There isn't really a way to answer your question unless it is more specific.
