Probably the same way that the Blue Angles or the Thunderbirds manage to turn as a unit when they fly in formation.
Each fish watches the fish next to him. When one fish turns, the other fish turns, which causes the next fish to turn, and so on.

Nobody knows the answer for certain.
One theory is that the school acts as a single organism comprised of individual organisms and that there is some kind of shared "consciousness" of the group. That hasn't been proven yet.
If they were all just playing follow the leader, they would crash into each other and there would be mass chaos, so there has to be something else at work.

They are a group. There is safety in numbers.
Humans do the same thing sometimes when they are in a group.
