What to cover the bottom of the tank with? Sand or gravel or anything else? For a 40 gallon tnak containing these 8 Fancy Male Guppies, 8 Fancy Female Guppies, 3 African Dwarf Frogs, 8 Silver Tip Tetras, 1 Plecostomus and 1 Plant on Driftwood.and 9 neon tetras also will a 40 gallon hold all of these and about how big would it be?

I would recommend gravel as well. In fact I will go so far as to recommend a dark colored gravel. Not only do the fish look nice over a dark gravel, but it is more natural for most of them to swim over a dark surface. I will join the previous poster in warning you about the pleco and the frogs as fish eaters. Not only that but a common pleco will quickly out grow that tank.

I would recommend gravel. You may want to watch the pleco for it will eat the guppies and neons as it grows! Also you are a little densely populated so don't add any fish therefor try to get another tank for any baby guppies you may have such as a 10 gallon. If your pleco gets too big I would recommend a rubber lip pleco to replace him.
