I've won 4 lotteries, they were scams, for the most part. That is they are all but impossible to claim, I would hire an attorney to help or if it's from a foreign country call the F.B.I. and have them and the State department advise you on the best course of action to take.
p.s. what country is it from, that might be an indicator but not always

Probably scam. Just tell them to send you the money. Cash will do fine. Don't give them any banking inofrmation

You know the old saying.. If it's too good to be true, it probably is? Make sure not to give out personal data to them, such as SSN, mother's maiden name, etc.
