Completely theorhetical:
Since beastiality is 'counted' when there is sex between a human and an animal, it thus becomes so when the human has fully changed. Since people and animals can't do two things at once (shapeshift and have sex) there is a point at which human intercourse ends and animal intercourse begins, which is when the beastiality is 'defined' and which ends when the animal re-shifts back into human form (again, interrupting the act, unless it happens afterwards).
