Rwanda is backward. Under tribal society no system can be successful unless there is a power sharing formula among tribes and strong hand to deal with the delinquent. A lot of these people are still living in the stone age settling things along tribal lines. The only government that would work is a very strict dictatorship that would smash any nonsense like what happened in 1994 with the massacres.
