Jane Addams is an ideal person that meets your criteria. She lived from 1860 to 1935. She was born in Illinois and became a founder of many "settlement" houses, the most famous being Hull House in Chicago. A settlement house provided poor neighborhoods with a center that offered kindergartens, job training for young people, nursing for the sick, night classes and many other services. Jane Addams received the Nobel Peace Prize in 1931 for founding of the Settlement House movement. She set the standard for excellence in social work.
