On Ring Toss, check the rules to see how they can be thrown. Some parks make you throw them individually buit some places don't care. If no rules apply then get at least two rings and place them one on top of the other in the palm of your hand. Try to toss them underhanded and toward the bottles so that they stay flat and together as long as possible. When they fall on the neck of the bottle they will bounce up and down against each other, reducing the chance of bouncing off and hopefully at least one of them will stay on the bottle. It still requires a bit of luck but that is the technique.
On the bucket game, try to arc the ball high so that it hits the side of the bucket and rolls around. If you aim straight for the basket it will bounce off the bottom and back out everytime. Twenty five years working in an amusement park. I've seen alot.
Most parks and carnivals don't have to rig their games because most people don't know the techniques needed to win. Those that do are politely asked to leave. Good luck !!!

Ring toss is easy... When the toothless carny with the cigarette dangling from his mouth gives you the rings, you simply say "Hey, look over there! That guy is handing out free samples of meth!" This will cause a diversion while you simply lean forward and place the rings around the bottles... That giant stuffed purple elephant will be yours before you know it!

With carnival games, the trick is usually on you. These games are usually fixed so that almost everybody who plays them looses. Trust me, I've seen documentaries on this man.

That is a hidden secert and so my suggestion to you is to try working at a little carnival the next time it comes to town and you may learn the tricks then.
