Is this on a four wheeler, tractor or truck?

It is possible your actuator switch is not working. Some are electric and some run on a vacuum. When you are in 4lo all the power goes to your tranny and the actuator engages the transfer case which in turn drives the front wheels.

Have someone watch underneath of your vehicle to see if the transfer case drive shaft is turning.(should be on drivers side of the vehicle)

Also if you have cruise control check and see if it working. I found out that the vacuum supply runs both the cruise control and the 4x4.

It could be related to your transmission. If you have an auto, it will simply shift through the gears faster. You may feel like you're in 4 hi, but you may be in 4 low - but with the trans in second or third.

If you are driving stick, ignore this. You know what gear you're in.
