Here are two ideas for you that have worked for me in the past (only if the permanent marker is on the rubber part of your converse -- if it's on the fabric, you're out of luck, save washing it repeatedly in the washing machine, but this may discolor the shoes):
Option 1: Try completely covering the permanant marker with the ink from a dry erase board marker. Erase and repeat until the marker disappears. (Yes, this sounds a little sketchy, but believe me -- it really works!!)
Option 2: Try Goo Gone, a yellow liquid cleaning solution. You can buy it at most drug stores, etc. and it works really well (personal experience here . . . ). You can also buy it off of this site, which also has a description of the product: http://www.organize-everything.com/googone8oz.html.
Option 3: If these don't work for you (but they should -- they have for me in the past =), buy a new pair of converse -- and this time, don't write on them, hard as it may seem!!! =)

Permanent means it will not come out in the wash. It may fade, however. Don't wash on hot, and turn shirt inside out for best results.

i have a thing called spot remover and it is for carpets but it works really good on shoes and after they look as good as new!
