I have a small magnolia tree in the back yard and my brother wants a cutting from it so he can have one. What is the best way to do this?

"cutting" requires cutting a small branch at an angle placing it in water with plant food and planting after roots form. Not all trees will survive this. A better way is to give him $20 to put with his $20 dollars and he can buy his own tree.
