There were two different Morty Seinfelds, but as far as I know Jerry Stiller is the one and only Frank Costanza.
EDIT: But wait, I took a look at wikipedia and apparently there was a different Frank, but the scenes were reshot with Jerry Stiller.
The relevant part of the article:
In Frank Costanza's first appearance in the episode "The Handicap Spot" of season 4, the character was played by John Randolph. At the urging of series creator Larry David, once Stiller had been cast for Frank Costanza, the scenes with Randolph were reshot with Stiller for syndication. Also, Jason Alexander once revealed that a third (unnamed) actor had briefly been cast in the role circa 1993.

Frank Costanza was always Jerry Stiller, although there were two Morty Seinfelds, Jerry's dad. It started out first season as a different actor than the one that was in the later episodes.

Edit: Actually, when I read the answer above, I went to Wikipedia and check it, then to do a search on Ranoldph on IMDB, and it does show Randolph as Frank in 1 Episode.
