Now for the real answer. I talked to a company that puts in gravel driveways about this. I have a gravel driveway that is on an incline. They claimed that adding some concrete to the gravel would DEFINITELY help bind the gravel and aid in stopping washout and erosion.
I did add the concrete, and haven't had a washed out driveway since. This was 5 years ago.

no because the gravel is loose. the concrete is stuck to the loose gravel.. it doesnt work... you cant do both... you either have a gravel driveway, or a concrete driveway... good thought, but it doesnt work... i know that because i tried it... ended up spending 3 grand for a concrete drive and the clean up for the mess i made...
get a pro and an estimate...

It won't be solid, it'll break up easily and you will have wasted your money.
If you use the wrong ratio of concrete, water, etc, it'll never hold up. It'll just break up anyway when you drive over it. To get a solid concrete pad for vehicles to drive over (regardless of stones) you need at LEAST 4 inches of concrete.
Just save up $$ and get some concrete truck to do your driveway.

Not quite, driving over it will break up the concrete, you need at least a 5000 psi concrete. And at least 3-4 inches deep.

No you will have a soupy mess. Water to cement needs to be correct. You might get away with mixing the cement in a wheelbarrow then scatter the mix about. fold gravel into the mix at below ground level.
