im assuming your silver plates are dinner plates?? try tarnex, use the directions, and dont soak, follow with a polish like gorahms silver polish (follow directions)
if you talking about something other than dinner plates, im lost...

Buy a silver cloth (maybe called something else in your country) you just rub the item with the cloth and the tarnish comes right off

stuff called 'semichrome polish ' , auto parts stores carry it . its the best.
