Anything that doesn't conform to the law is considered deviant behavior. Some of these things are legit, and some are plain dumb--no smoking cigarettes in public--what???

Driving while intoxicated is completely irresponsible and should have more legal penalties attached to the offense. If this a Sociology question, yes, it is called deviant behavior.

Statistically, no it isn't. However, society in the USA firmly believes that it IS deviant.
Same thing with homosexuality. Statistically, it's not deviant at all, infact it's quite normal....but....
