just reinstall the whole damn thing, its what I do, give it a full format to make sure all is clear and theres no defects on the disk or any impurities. if you want, email me and ill guide you through it sometime tomorrow maybe

1.You tried to downlload Outlook or
Outlook Express a week back ?I
2.Now go to Start/Control Panel/Add Remove Software/
Windows Programs. uncheck
Try to uninstall/repair IE.
OutlookExpress 6 is part of IE.
3. Don't worry. You can get it back by doing same (2)
procedure again.
4. Get this program/s and clean up your unneeded files
safely.

5. If still having problem download FireFox from
www.mozilla.org/firefox
6. As soon as you start the computer Press key F8

Restoring is a last resort. There are dozens of things we can do for you, but we need more infomations.
Perhaps if you tell us what the problem is we can fix it. For example what OS are you using? Have you run an antivirus scan? Disk Cleanup? Defrag? Cleared the IE Cache?
I would do the last 4 before even considering a format. In fact, those are the first few things you should do when you have a problem. However, we dont know the problem.

Tweakhounds site has a nice tutorial on how to use the restore feature in Windows, nice guide as well for getting the most out of your system.

But if you are using Linux then restoring is build independent i know that in suse 10.1 YaST's back-up tool tars an image of current system settings to the location of your choice and its up to you to find and untar it.

Make sure the restore service is running.
Go to Start - Run - type 'msconfig' - go to 'services' - make sure that 'System restore services' is selected - Restart.

Restoring it is probably a stupid idea if your having problems with your computer. I don't exactly know what's happening but I would try to call your computers manufacturer.
