my friend wants to get emancipated.. would her parents have to sign

The whole point of getting emancipated is to move out from your parents because you can do a better job taking care of yourself so no.
Now, she will need to prove that she can take care of herself, pay all her obligations(need a job), has a plan for finishing school and has close people she can rely on if she has trouble before the judge will even entertain the idea.

No, they would not. There are several ways to get emancipated. She should talk to a child advocate, and can seek FREE legal aid.
