Many times, you can't. There are many utilities out there that will let you back-trace, including DOS based programs, such as tracert (trace route) and whois and nslookup. There are even lots of utilities that are free from shareware.com and other places, as well as utilities that you can buy.

There are two problems with this: 1) A person might not have the same IP address every time they connect to the internet. This was real common with dialup-service ISPs, as you get the IP dynamically assigned as you connect. That means, each time you connect, you get a different IP address. This also can happen with DSL and Cable, but usually with DSL you get the same address each time or you are assigned a fixed IP address. WIth some cable, you can also get another address each time you connect.

The second problem with that is that some people use a small router between their internet connection and their home PC (or more than one), and utilize a technology called "NAT" Network Address Translation". I make up bogus IP addresses that exist on my side of the router, and the router knows how to differenciate between them. The IP Address you see, might not be my actual IP address, and with NAT, you might not be able to touch my PC, unless some form of "tunneling" has been enabled, which allows the person to directly connect to a PC from the router on a port specifically allowed.

One what to find an ISP # is by checking properties on an email in outlook express. But I don't think there is any way to check them out.
I suggest just get a good antivirus protector.
