pokemon diamond and pearl are supposed to come out (in the USA) 4/22/7 and will cost $34.99 for one game.
you can upload pokemon FROM emerald, fire, leaf, and probably sapphire and ruby into either diamond or pearl.
you cannot go from pearl/diamond to the earlier GBA games (ruby, sapphire, emerald, fire, or leaf)

They come out April 22 at a retail price of $34.99. There's a way to transfer your Pokemon from Emerald to Generation 4, but you can't transfer back. Which one is better is a personal choice. Which do you like better, Dialga or Palkia? That should help you decide.
