The most ideal time to plant is in the Fall as the tree is going dormant. The soil is still warm which helps the roots to establish quicker. However, trees can pretty much be planted anytime the soil is not frozen. If you plant it in the heat of summer, it will likely get stressed and will need plenty of water.

Depends on your climate!
Deciduous trees should be planted when dormant, here in Australia that's winter only. In Us I would imagine 'fall' due to snow.
Native trees can be planted whenever, as long as you don't have snow. However spring is best.
Citrus trees go best in late Spring.

Rule of thumb says you can plant trees in Fall and in Spring. That said, I can state that I have planted trees whenever I can (don't plant if the soil is rock hard or buried in snow)
