It depends on a variety of things:
how often are you home? If your not home a lot then don't get a dog they are very needy and require a lot of attention.
How much can you afford? Pets such as dogs and cats require yearly vaccinations, heartworm testing, heartworm medications, neuter or spay and emergency costs, as well as food, toys, beds and such.
How much experiance do you have with pets? If you have never had a pet before you may want to try something smaller and easier then a dog to begin with or maybe even a cat (cat's a mostly independant).
What do other people in your household want? You want to be sure that when you get a pet everyone in your household is on the same page or it could be a miserable experiance for the person that doesn't want the pet and the pet itself.
Can you have pets where you live and what are the rules and regulations? make sure you know what your landlord will allow and what the rules are before getting a pet. You don't want to find out you can't have the pet after you have gotten attached to it and the animal has gotten attached to you.
Dog size for an apartment? obviously if you decide on a dog get a small dog and then give the dog really good training, you don't want a barker if your living in an apartment or you will have angry neighbors and an angry landlord as well.

What kind of responsibility are you looking for?
If you like birds, try a canary, parakeet, or dove. (They aren't as big of bitters as cockateils) they need their cages cleaned once a week and regularly freshened water.
A cat. Short or long hair. You don't have to worry about taking them out to go to the bathroom. However you do have to clean the litter box out everyday and change the litter every week. Also best to have males nuetered so they don't spray and buy a scratching post so they don't tear up your furniture.
If you want a lot of responsibility and your apartments allow you could get a little dog. You would have to walk it everyday, a couple few times, and make sure that they have everything that they need.
You could get a hamster. Change the bedding once a week. Setup and everything there after is fairly cheap. Only thing you need to do is make sure that you hand train it.
Or you could go with fish. There are many different varieties. Some are easy to care for, some are more complicated.
The decision is up to you. What ever you feel the most comfortable with, have the time for, and how much responisbility you want should be your determining factor in choosing a pet.

First of all does your apartment building allow pets?
Choose a pet that will best fit your lifestyle. Are you often away working or not? If you are I don't reccomond a pet like a dig because they need daily walks and feeding. Also considering the size of space you have you should choose a pet that can live in a cage or a confined enviornment like a bird or a rodent.
Do you want to play with your pet? You can get a bird and it can fly atound the house when you are there but stay in the cage when you are not home. I have 2 bugies and they are lovley to watch and play with and they are small in size too.
Rodents (eg mice, rats, ferrets, guinea pig, rabbit) can live happily in a cage but they do need: water and food fresh daily, an exersize wheel/ball, their litter/bedding changed often (when it gets soiled), and of course grooming and love.
Cats are bigger as know and require the same things as rodents and most other pets. The problem with cats is that a cat often needs to go outside to satisfy its natural instincts/behaviour and its litter/litterbox need or should be changed if possible twice daily or even right after the cat uses it.
I almost forgot reptiles! They are great too as I have and RES (red eared slider turtle) and the great thing about them: no grooming! They DO require a spacious enviornment/vivvarium though and a basking lamp. They cost more to keep but in my eperience when placed in a beatifully furnished terrarium they are the bet and prettiest pets of all!!! LOL!!!
I would not reccomend a dog since you live in an apartmet because: a)they need daily exersize b)they wil disturb neighbours if it barks c)big dogs will need alot of space to live and be happy.
I hope I have given you some good options!

Fish and snakes are low maintenance, fairly inexpensive pets that are quiet and don't need a lot of space. They don't smell, they don't need to be walked, they just need to be fed. If it's a snake, it should also be handled regularly to stay tame.
If you don't mind some smell, you could get some kind of rodent, like a hamster, rabbit, guinea pig, degu, or gerbil. They don't make a lot of noise or need a lot of space, so they're good for apartments.
Cats also make good apartment animals. They shed and need daily attention, plus they need their litter boxes cleaned regularly, but they don't need walking, and they aren't loud.

I would definitely suggest a Netherland Dwarf bunny. They are the cutest little things!! They are so soft and so lovable! They aren't that much of a hassle either. Be prepared while I convince you into getting a rabbit....ok, here goes nothing!
Bunnies are the best pet for any person, in any home. They don't require much room, of course they need a medium cage (made for dwarf bunnies) they do need to run around, so I would say you need carpet if you don't have any already. They are very active, and they love to play. They sleep during the night...unlike hamsters. But you'll never catch them with their eyes closed because they are always alert and watching their surroundings.
They grow to about 2-3 pounds, and are inexpensive. My bun was $30 at Super Pet, but of course he needed his essentials. I bought a cage that had food, a dish, hay, bedding, water bottle, and a toy all included. It was about $120. You'll also need a small dome, because they love to hide in small spots. They feel more safe there. You don't really need to buy him any toys. My bun likes toilet paper rolls and enjoys munching on them too. They eat food made for rabbits (pet store) but you can also give them fruits and veggies. A teenie bit of chocolate doesn't hurt either! My bunny eats anything in sight including old magazines she finds lying around. They can be potty trained, and they are quite social.
My bunny is so trained that when it has to go to the bathroom, he scratches me to let me know its time to go to his cage to go potty. He wouldn't dare pee on the carpet! They're cages need to be cleaned out at once-twice a week. They don't smell, with regular cleanings that is. Bunnies don't have a particular smell, unlike cats and dogs, they don't make any noise either, unlike guinea pigs. They love to be scratched on the head and in between the ears. The hair is the softest there.
Well, thats pretty much all you'll really need to know about bunnies! But for more info on their behavior and personalities try http://www.fuzzy-rabbit.com/behaviourfaq.htm

I hope I helped and convinced you!!
Cheers! xo
