It basically means that he just held a cigarette in his mouth, I guess. Anyway, he's in denial. Even if he didn't inhale directly from the cigarette, he was still basically inhaling second-hand smoke.
And like the others said, he probably lied his butt off.

Yeah, it was Bill Clinton, one of the Clinton Crime Family. He was asked if he ever smoked marijuana. He said that he had, but he hadn't inhaled it. I guess he thinks that it's ok, as long as you don't inhale.
He is also famous for another one-liner. When he was being quizzed about his escapades with Monica Lewinsky, or some bimbo, he said: ...That depends on what "is" means.
What would you expect from him?

The term the "smoking gun" came from when police would be stymied on a case they would say; "There is no smoking gun" meaning no obvious method of murder in that case. No obvious weapon lay at hand. Not knowing the weapon can seriously throw a case behind right from the beginning. This is now in popular use in America and is used for any case where the method of a crime is unknown.

You need to inhale to get high. Hes saying that he put it up to his mouth, sucked it all in; but it never went into his lungs. When you smoke...anything; pot, ciggarettes, or w/e...you usually inhale, which is what gets you high/makes you feel good.
Compare it to cigar smoking, most people dont inhale a cigar; they just suck the smoke from the cigar into their mouths and blow it out; never actually letting the smoke go into their lungs.
