My plumber recently installed new piping , and informed me i had to check the pressure of the pipe to make certain it was between 215 and 220. Anyone know how i can go about doing this? and how can we raise/lower the pressure.

I think your plumber is hosing you, unless your building a steam generator.

Common water pressure is around 50 lbs. for domestic water lines, the way I test them is with air before charging with water.
Normal air compressor with build to 120 lbs. and shut off, build yourself a tap into your new plumbing that will connect to your compressor, run your line up to 120 lbs. close valve watch pressure gauge it has to be installed on the testing side of valve. If pressure drops 10lbs in a hour you have a leak.

To due a 220 lbs. test find a boiler man with a bigger compressor.

You can buy a pressure gauge at Home Depot for less than ten dollars. Simply screw it on to a hose bib and turn the water on. There is no way your pressure is this high but if you need to lower the pressure you will have to install a pressure reducing valve in your water main

you cap one end of the pipe, and attach a fitting that allows you to pump air into the line via bicycle pump, compressed air tank or compressor on the other end... the fitting has a pressure gauge on it and is available at any home depot in the plumbing area...
