Neptune and Uranus there is a high proportion of methane, with the high pressure and temperature within these planets atmospheres this can be turned into diamonds which would then rain down towards the centre of the planets. It has been said that the gas giant planets may even have a giant diamond as their cores.

Diamonds are made from carbon, so Earth is probably the best place to look as it has a massive variety of carbon lifeforms throughout history, and the dead carbon left behind can end up compressed into diamonds.

I would love this, diamonds are pretty, and are important in technology. I guess the closest we'll see hear on Earth is Black Diamonds, the Coal Miners find them now and then.

Nowhere. Not even earth. Diamonds are highly compressed carbon. They are found deep underground with some South African diamond mines being so deep they are hot from proximity to magma, miles deep.
